You build Government buildings to increase your maximum population. Each Government Building must be staffed to be completed. You can staff Government Buildings with your friends or use Empire Points to hire people for each position. See individual Buildings pages for Staff & Owners payout Bonus's.
Note: You can build government building's only 1 time. The max population is 7,550.
